Our History
The founders of the Clinic, Mary E. Burman, UW School of Nursing, and Diana Esteve, Albany County Public Health, determined that there was a great need for a source of primary health care for people with no insurance and limited income. Working with a passionate, extensive group of individuals in the Albany community, the Downtown Clinic slowly began a reality.
The doors of the DTC opened on July 14, 1999, after a year and a half of intensive organization and planning. Four clients received care that first evening and seventeen individuals the following evening.
For over two decades, the Downtown Clinic has provided primary and specialty healthcare services to uninsured individuals experiencing poverty (200%< the FPL) in Albany County, Wyoming.
Today, with five full-time employees, three part-time staff members, and over 80 community volunteers, the Downtown Clinic provides free high-quality healthcare to 500 individuals each year. We have provided healthcare services to more than 11,000 individuals since 1999.
We would be nothing without our volunteers. From the planning stages to keeping our doors open, individuals dedicating their time to this facility have made it what it is today.
Our Philosophy
We believe many people in our community do not seek medical attention and lack financial resources.
We believe healthcare is a right deserved by all, regardless of economic status.
We believe the DTC will help benefit the entire community through its services since healthy people are more likely to be happy, secure, self-reliant, and productive members of society.
Meet Our Team
Ann Marie Hart, APRN.
Medical Director & Primary Care Provider
Ann Marie Hart is a professor and the nurse practitioner program director at the University of Wyoming’s Fay W. Whitney School of Nursing. Ann Marie has been at Downtown Clinic since the clinic first opened in 1999, stating ‘serving at the Downtown Clinic is the highlight of her week! She loves working with the clinic's amazing clients and collaborating with its top-notch volunteers and staff!
Kara Laughlin, BSN, RN.
Client Care Coordinator
Kara joined the DTC in 2017. She graduated from the University of Portland nursing program in 2000 and proceeded to work in Primary Care in the U.S. and New Zealand. She has a passion for providing high-quality care, developing rapport with clients, and creating the Downtown Clinic vaccination program.
Anastasiia joined the Downtown Clinic as an intern in 2021. She received her Master’s in Communication at the University of Wyoming in 2015. She worked in Education, which led to her desire to pursue a career in Social Work. She received her MSW in 2022 and is working towards a clinical social work license.

Jewel Jackson, PharmD Candidate
Pharmacy Intern
Jewel manages the Downtown Clinic's student-run medication dispensing site, volunteering with the Downtown Clinic since 2017. Jewel loves collaborating with healthcare providers at the DTC which leads to more holistic, integrated care for the clients. She loves the interactions and relationships she builds with the clients.
Michael Comly, M.D.
Primary Care Provider
Dr. Comly made a promise to Dan Klien, M.D., to provide care to individuals in need. He has kept his promise, providing high-quality care to DTC clients since 2004. He has won the National Jefferson Award for volunteering and is a key supporter of the DTC and Hospice of Laramie.
Lillian Guimont, PharmD Candidate
Pharmacy Intern
Lily is a pharmacy intern from the University of Wyoming School of Pharmacy. She helps run the Downtown Clinic's dispensing site alongside Jewel. She started in February 2022. She has loved interacting with the patients and fellow healthcare workers at the DTC. She hopes to help provide the best patient care in Laramie!
Pete Gosar, B.A.
Executive Director
Pete has engaged with the DTC since 2011. He has served as a reception volunteer, a board member, and as the executive director since October 2015. Pete is an advocate for community health and has always been drawn to the mission of the DTC, “All Deserve High-Quality Healthcare”. He is extremely proud of the level of care provided by clinical staff and volunteers and is routinely inspired by the compassion and dedication by which the care is delivered.
Heather Barnes, B.Sc., Certificate in Public Health
Operations Manager
Heather joined the DTC in March 2022. Heather attended the University of Nottingham gaining a BSC in Archaeology, with focus on Paleopathology. She has recently earned a Public Health Certificate. With over 10 years of international experience and a background in teaching and administration, she puts ideas into action. Heather supports the daily operations and project management of the clinic through fundraising, administrative duties, and managing volunteers.
Carson Asher, B.Sc.
Clinical Support Intern
Carson joined the DTC in February. 2023. He is currently applying to medical schools and hopes to matriculate in the Fall of 2024. In the meantime,he plan on serving our community in whatever ways he can, starting with fostering healthy and lasting relationships with the clients of DTC.
Aedian O’Connor, BSC, EMT
Certified Clinical Support Intern
Aedian joined the Downtown Clinic as Pharmacy volunteer in 2022. She earned her EMT certification in the summer of 2023. Some of her favorite parts of her internship include developing relationships with patients, caring for a person’s health from a holistic perspective, and learning from the providers' expertise. Aedian is applying to medical school and hopes to start in 2024.
Amy joined the DTC team in the fall of 2023. She has been a family nurse practitioner for almost 30 years. She is a strong community advocate with a passion for client care. She believes in life-long learning, consistently growing with her inspiring clients and dedicated colleagues.

Lisa Rosar, B.Sc.
Registered Nurse,
Lisa attended the University of Nebraska Medical Center College of Nursing and has been working as a nurse for over 15 years. As a registered nurse, Lisa worked in home health care and a variety of hospital settings including progressive care and surgery, and private clinics specializing in pain management, neurological and spinal surgery, orthopedics, and internal medicine. She is passionate about wellness. In 2022 became Board Certified in Health and Wellness Coaching.
